I have bought this item and installed it, but my 29 Lb TV seems to be too light weight to keep the upper arm in the horizontal position. Is there an adjustment I can make to the spring arm to stay down when I pull the arm down ?
Yes, if you look in the manual, downloadable from the product page. Cell 7 shows boom adjustments. A flat head screwdriver will adjust tension on the spring to compensate for lighter TVs.
How flat will this get against the wall?
If installed with the cosmetic plastic 'sheaths' attached to the wall plate and arm, it will flatten most but not all of the way; if you leave them off (which doesn't look bad or anything in my opinion), the arm can be pushed all the way flush between the tv and wall. At that point there's 2-3 inches between the wall and the physical back of the tv, I'd say.
